Just two days after the President’s Executive Action on AI, China rolled out a 13-point Global Action Plan for AI Governance designed to shape international standards, build infrastructure, and steer regulation. The plan spans global compute and digital networks, cross-border data rules, open-source ecosystems, and public-sector adoption, all framed as multilateral cooperation. In practice, it aims to embed China’s governance model and technology stack, especially in emerging and developing markets.
Although the plan cites risk mitigation, talent development, data security, and open innovation, its real aim is geopolitical: extending Chinese influence across the AI value chain, from chips and compute to legal frameworks and standards. China is targeting emerging markets in Africa, Latin America, South Asia, and the Pacific, using its digital infrastructure exports to shape data governance, model access, and regulatory norms. The plan builds on China’s September 2024 AI Safety Governance Framework, which formalizes centralized control, digital sovereignty, and “open but controllable” innovation, and stands in clear contrast to the decentralized, pluralistic models favored by democracies.

- Deploy energy-optimized AI microgrids: Armada will field compute microgrids that pair megawatt-scale Galleons with hybrid power like gas turbines, battery storage, nuclear microreactors, and renewables. Our recent whitepaper identifies more than 6 GW of stranded energy immediately ready for AI workloads. Integrated load shaping and thermal optimization ensure resilient AI infrastructure in off-grid or power-constrained regions.
- Localized Compute and Data Sovereignty for Allies: Through AEP and Galleon, Armada provides full data residency, sovereign control of AI workflows, and transparent telemetry. Atlas—our connected asset-management software—offers observability into model behavior, data ingress/egress, asset workloads, and compute utilization. - NIST and NATO-Aligned Compliance Stack: All AEP and Galleon deployments are engineered to conform to NIST and NATO interoperability standards, including zero-trust security, AI safety evaluation protocols, and secure data lifecycle operations. This provides a trusted counterweight to China's opaque, state-controlled, "open-but-controllable" AI frameworks.
- AI Public Sector Modernization Corps: Working with allied governments, Armada will modernize public services like healthcare, law enforcement, education, utilities, and transportation, powered by sovereign, secure AI infrastructure. Galleons deliver compliance, observability, and governance without dependence on foreign platforms.
These initiatives form a technically grounded and geopolitically relevant strategy to counter China’s influence across the global AI ecosystem.
